The board first voted to reconsider its previous decision and then voted to revoke that decision. The revocation included a condition that, if the 3 Ponds homeowners association seeks a new traffic study, it may pay the town engineer’s fee to evaluate a proposed change. The motion to revoke carried on a majority vote.
