The House Professional Licensure Committee reported House Bill 87 as amended, a measure that would expand who may train cosmetology apprentices by allowing salon owners and licensed cosmetologists with at least 10 years of experience to qualify as instructors.
Representative Marcel, sponsor of the bill, said the change would remove a practical barrier: currently an apprentice must train under a licensed teacher, which many salons do not have on staff. “This bill will change that by allowing licensed cosmetologists with at least 10 years of experience to qualify as instructors,” Marcel said, adding that apprenticeships present an affordable alternative to cosmetology school.
Committee staff described the amendment offered by Representative Marcel as technical changes to make terminology consistent throughout the statute (amendment A00455). The amendment was adopted with no negative votes, and the committee reported House Bill 87 as amended to the full House.
Marcel noted that cosmetology school can cost up to $17,000 and that Pennsylvania has many salons but relatively few registered apprentices; she asked the committee for its support to advance the bill. No additional policy directions or dissent were recorded in committee during this meeting.
