District reports fewer retirements, lower resignations and a surge in active substitutes

Human resources staff updated the Topeka Public Schools board on staffing trends and substitute coverage.
HR director Miss Williams reported that retirements have declined compared with prior years; the district counted 19 fewer retirements than the prior year for the same reporting window. The board was given a focused comparison of resignations between Feb. 1 and April 17 for two consecutive years: resignations dropped from 57 to 41 in that window.
Substitute coverage has improved, Williams said. The active substitute teacher pool—the staff who take assignments in classrooms—grew by 61.5% year over year. Certified substitutes rose about 63% and classified substitutes about 56%. HR said its working goal is 400–500 active substitutes to ensure reliable daily coverage.
On enrollment and open enrollment, Dr. Kipp presented a projection grid and explained district practice in setting open‑enrollment slots by grade. The district reduced its total open enrollment slots from 218 last year to 200 for the coming year after reviewing projected enrollments and available capacity.
The board approved the business‑by‑consent motion earlier in the meeting that authorized the board president or superintendent to sign special project and purchasing contracts on behalf of the board; that consent motion carried without recorded dissent. No additional personnel actions were taken at the meeting.
