Rowan County commissioners issue three proclamations for economic development, law enforcement and prayer program

The proclamations were presented during the meeting's special recognition segment. Commissioners read each proclamation aloud and the board approved each by voice vote with no opposition noted. The economic development proclamation acknowledged the Rowan Economic Development Council's role promoting business retention and growth; the law enforcement proclamation invoked President John F. Kennedy's 1962 proclamation recognizing Police Officer Memorial Day; and the Shield of the Badge proclamation recognized Chaplain Michael Taylor's program to encourage prayer and support for law enforcement.
The economic development proclamation cites the Rowan Economic Development Council and the International Economic Development Council's creation of Economic Development Week and proclaims May 11'17 as Economic Development Week in Rowan County. Rob, a representative of the Rowan Economic Development Council, introduced his staff members Scott Shelton (vice president), Kendall Henderson, Molly Rupp and Joanie, and the commissioners posed for a photo after the proclamation.
For law enforcement, the board declared a week in May 2025 to honor law enforcement officers and asked residents to observe May 15, 2025, as Peace Officers Memorial Day. A sheriff's office representative thanked the commissioners for continued support of emergency services and said the office would participate in a memorial reading on May 15.
Chaplain Michael Taylor described the Shield of the Badge with Prayer program and said volunteers and donors have supplied tens of thousands of religious materials and booklets to officers and related personnel. The board established May 2025 as Shield of the Badge with Prayer Awareness Month by motion and voice vote.
The proclamations are ceremonial and do not create new county policy or budgetary obligations.
