Roseville council adopts strategic-plan goals and success indicators

Roseville City Council voted unanimously May 5 to adopt revised strategic-plan goals and associated success indicators and directed staff to bring implementation objectives forward for integration into the 2026 budget process.
City Manager Pat Tredgen, filling in for an absent assistant city manager, told the council the document reflects months of work by staff and department heads: "This has really been a team effort throughout the process, as you know." The council repeatedly suggested small wording changes before approving the final draft.
The adopted document groups goals under headings such as economic vitality, reliable and sustainable infrastructure, community and civic engagement, responsive services and safety, and city operations. Among the changes the council discussed and approved at the meeting were wording to clarify how commissions serve as pathways for residents "that represent the voice of the community to shape city decisions and become better informed," and adding "training" to a success indicator under responsive services and safety.
Council members emphasized that the listed success indicators are examples and that staff will now work with subject-matter employees to draft specific, measurable objectives. Tredgen told the council the city will assemble a core team of supervisors and frontline staff, provide orientation sessions, and aim to complete objective development by the end of 2025 so those objectives can feed into the 2027 budget process. "We're really shooting to be done by the end of the year so we can have that in, for the '27 budget," he said.
Councilmember Strong moved approval of the goals and success indicators as amended; the motion was seconded by Councilmember Graf and passed unanimously. As the council and staff refine objectives, they said they expect to return with periodic reports and that not meeting every success indicator in a single year would not alone indicate failure of the overall plan.
The council asked staff to produce a public-facing version of the goals that includes the aspiration language from earlier public engagement, and staff agreed to return with more detailed objectives and implementation priorities for council review later this year.
