Effingham County on May 6 approved a contract with ECS Southeast LLC to provide construction materials testing and special inspection services for the county’s 2,000,000 gallons per day wastewater treatment plant expansion, county staff reported.
County consultant Hussey Gay Bell supported awarding the work to ECS after a four‑proposal procurement; ECS was identified as the lowest responsive and responsible proposer. The scope covers required inspections including earthwork, concrete, foundations, masonry, structural steel and paving.
Staff said the contractor will carry out testing and inspection services needed during construction; the firm’s role is to ensure materials and installations meet contract and code requirements and to provide documentation necessary for payment and acceptance.
Next steps: ECS is expected to coordinate a schedule with the county and the prime contractor once the notice to proceed is issued; construction oversight and materials testing will proceed as components of the plant expansion are built and inspected.
