Gulf County attorney tells Port St. Joe commission county will limit permits until Gulf-to-Bay road improvements are funded

Jeremy Novak, Gulf County attorney, presented a county letter and legal update to the Port St. Joe City Commission saying Gulf County retains responsibility for aspects of a development-of-regional-impact (DRI) and is monitoring residential permitting tied to roadway improvements.
Novak read the county letter into the record and said the county’s primary concern is traffic and the timing of Highway 98 improvements tied to the Gulf-to-Bay development. The letter states that when 50% of the residential structures in the DRI (776 of 1,552 units) are permitted, the Gulf-to-Bay roadway improvements must be in place; because the city issues building permits, the county said it is monitoring the permit count and asked the city to limit permits until the required roadway work is accomplished.
Novak also notified the commission that Gulf County had amended a pending complaint related to an annexation and added an interlocal agreement to the court filing. He said the county had filed a motion for an emergency hearing and a temporary injunction in the annexation matter and provided copies of the filings to city staff.
No formal action by the Port St. Joe City Commission on the annexation or the county letter was recorded during the meeting. Commissioners received copies of the county submission for review and Novak said he expects further court action; Novak asked the city for assistance in pursuing Florida Department of Transportation (FDOT) funding for the highway improvements.
The letter and the court filings are now part of the public record provided to the commission and city staff, according to Novak.
