Marshall County Council on Aging files quarterly claim, plans 2026 budget and 5311 grant application; health department MOU tabled

Janice Holiday, executive director of the Marshall County Council on Aging, reported to the Marshall County commissioners on May 5 that the agency's first-quarter 2025 operating expenses totaled $130,977 with revenues of $13,774, leaving net expenses of $112,003. Holiday said the council logged 6,991 trips in the quarter and noted an increase in denials tied to scheduling constraints.

Commissioners voted to approve the quarterly claim and the operating report. Holiday also presented a claim for a replacement van (total $69,946.40), with the grant covering $59,454 and a local share of $10,492; the board approved that claim with the county president authorized to sign.

Holiday outlined a proposed 2026 budget for the Council on Aging of $678,838, estimating roughly $57,000 from the state and $310,919 as the federal share. She said local match funding comes from a mix of county contributions, city and township partners (City of Plymouth, Culver, Argos, Bourbon), Title III funds, DAV and memoranda with local organizations. Commissioners voted to authorize filing the 5311 (section 5311) grant application for 2026.

Holiday also presented a memorandum of understanding proposed with the Marshall County Health Department to allow the health department to purchase tokens for rides to distribute to clients. Commissioners expressed concern about whether the health department had budgeted funds for the purchase and whether funding sources are secure given recent reductions in state health funding. After discussion, the board moved to table the MOU and asked for an email from the health department stating the funding source before the item returns to the agenda.
