Oakwood council approves street-lighting and sidewalk assessments, authorizes joint electric contract negotiations

Oakwood City Council on May 5 adopted three ordinances covering street-lighting assessments, sidewalk repair assessments and a joint negotiation for electric street-lighting contracts.
Council member Stevens introduced the street-lighting ordinance as "the third and final step of our 2026 street lighting program," saying the measure allows the city to certify lighting costs to the Montgomery County Auditor for assessment. The ordinance passed on a roll-call vote: Mayor William D. Duncan — yes; Vice Mayor Byington — yes; Council member Stevens — yes; Council member Turban — yes; Council member Jackson — yes. Outcome: approved.
Stevens also moved and the council adopted a second ordinance assessing sidewalk repair costs that have not been paid by affected homeowners. Stevens said there is one unpaid invoice totaling $1,582.95. The motion passed on the same unanimous roll-call.
Finally, Stevens introduced an ordinance to allow the Miami Valley Communications Council (MVCC) to conduct joint negotiations for the city's electric street-lighting contract. Stevens said the city's current contracts expire Dec. 31, 2025, and that the MVCC participation deadline in June required prompt action. He introduced the measure as an emergency so it could take effect immediately; council adopted the emergency ordinance by unanimous roll call.
Council did not attach separate funding appropriations during the meeting; the assessments will be certified to the Montgomery County Auditor as the next procedural step and homeowner notifications will follow assessment certification.
