Napoleon City Council gave first reading to Resolution 018-25, authorizing a Community Reinvestment Area (CRA) agreement with Woodland Custom Homes in CRA No. 7 and declaring an emergency.
City staff said the proposed CRA mirrors a prior Janmar agreement and offered a 50% tax abatement for 10 years, applicable to original purchasers only. Jennifer Arps of the CIC attended to answer questions; no substantive amendments were raised in council discussion. Council called the roll for first reading and recorded affirmative votes from members present.
The resolution was introduced and called for further consideration at subsequent readings as required by council procedures.
