Board approves GDOT predesign contract to expand MidCoast Airport lease area; partners to share local match

The Liberty County Commission approved a Georgia Department of Transportation contract to fund predesign services for an expansion of the MidCoast Regional Airport lease area and an associated entrance road. The work will include footprint predesign, a survey and environmental documentation needed to advance siting, wetlands mitigation planning and subsequent design.
Presenters said GDOT/FAA funds will cover 90% of the predesign work already included in the airport CIP, with a local match of about $10,445 to be split among the airport partnership (county, City of Hinesville and the Development Authority). The total GDOT contract amount cited in the presentation was $167,109, with FAA pass-through reimbursement expected to cover the federal share; the partners' local contribution was calculated and presented to the board.
Engineering and airport representatives said the predesign work is necessary to determine the number of wetland mitigation credits required, allow acquisition of credits and to develop a detailed entrance road alignment. The airport team noted the project could apply for a military airport appropriation program (MAP) to fund the entrance road construction in a later year.
The board approved the contract and the partner share schedule and directed staff and partners to execute the contract so design and survey work can proceed.
Next steps: the county and partners will sign the GDOT contract, receive notice to proceed and begin predesign and survey work; the team will then develop wetland mitigation plans and pursue other federal funding options for construction of the entrance road and infrastructure.
