Supervisors authorize VPPSA contract amendment clarifying local capital responsibility for convenience centers

Middlesex supervisors authorized an amendment to the Virginia Peninsula Public Service Authority (VPPSA) contract to make explicit that localities are responsible for capital improvements at local convenience centers exceeding $5,000, while VPPSA will continue to handle routine repairs and maintenance under that threshold.

Staff told the board the amendment formalizes an existing expectation among the 14 member jurisdictions that local capital improvements should not be funded out of pooled VPPSA resources. County staff said Middlesex’s three county-managed convenience centers remain the county’s responsibility; the amendment clarifies the allocation of responsibility for Stormont and other member centers.

Action taken: The board moved and seconded a motion to authorize the county administrator to sign the contract amendment; roll call carried the motion. Board discussion noted the current VPPSA agreement was previously extended through June 30, 2033, and that the amendment does not change that expiration date.
