The Stephens County Planning Commission on May 6 approved a variance to permit a fourth home to use an existing easement at 66 Christie's Path, East Toccoa, after staff recommended approval.
Staff said three homes currently use the easement—10, 209 and 66 Christie's Path—and that the subdivision ordinance (section 66-4) limits homes off a single easement to three. A survey approved by staff on March 12, 2025 identified a division that prompted the request; staff recommended the variance to allow an additional home because the easement already exists and the county regulates the number of homes allowed to use it, not the private easement itself.
A nearby resident, Carolyn Pace of 29 Christmas Beth Drive, asked whether the additional dwelling could be single-family or manufactured; planning staff replied the residential-single zoning allows either a single-family stick‑built home or a manufactured home, and that any future additional home would require a variance.
After public comment and no broader opposition, commissioners took a motion and second and approved the request; the transcript records the motion carried but does not identify individual vote tallies or the mover and seconder.
Planning staff noted that disputes over the easement’s adequacy or private maintenance would be a private matter among property owners and not a county enforcement action.
