Commissioners approve grant fund and several administrative resolutions, including safety plan and driver-record checks

The Howard County Board of Commissioners approved multiple administrative measures including the creation of a new grant fund for a health department award and three resolutions updating county policy.

Commissioners adopted Ordinance 2025-BCCO-14 to establish a dedicated fund required for a new health-department grant that had been discussed at a prior meeting. The ordinance was adopted by voice vote.

The board also passed Resolution 2025BCCR-9 endorsing a Toward 0 safety action plan aimed at reducing traffic accidents; the resolution does not create a new regulatory obligation but expresses county support for the initiative. Commissioners approved Resolution 2025BCCR-10, which establishes a county policy to conduct motor vehicle-record checks for all employee applicants and annually for anyone who drives a county vehicle; the stated purpose is to confirm driving histories, suspensions or accidents for employees who operate county vehicles. Finally, the board approved Resolution 2025BCCR-11, which updates the county's business travel policy with revised mileage and lodging reimbursement amounts (the policy originates from 1998 and was last amended 11 years ago, the presenter said).

Each item was approved by voice vote; the meeting record does not include roll-call vote tallies or implementation timetables. The health-department grant had been described at the previous meeting by James West of the health department; the ordinance on the record simply creates the fund required by that grant.
