Brown Deer board approves RFP to design North Shore Rotary Park

The Village of Brown Deer Village Board voted May 5 to authorize staff to issue a request for proposals for design and engineering of a proposed North Shore Rotary Park on the former clinic lot near Green Bay Road.
The RFP authorization follows a presentation from Parks and Recreation staff and the North Shore Rotary Foundation outlining a concept that would include roughly six to eight pickleball courts plus green space and low-maintenance amenities. Danny (Parks staff) said the RFP is intended to produce design concepts and cost estimates so the village and Rotary can determine whether foundation funds will cover construction or whether supplemental grants and fundraising will be needed.
The North Shore Rotary Foundation pitched the project as a regional draw and said it has raised reserve funds to put toward a project in the North Shore. "Our Rotary club foundation has been in existence for approximately 40 years," Brian Aaron said. "Over that time, we built up a nest egg of about $200,000 to $220,000." He said the foundation planned a $75,000 matching campaign to bring the club contribution to about $275,000 to $300,000.
Board members asked about long-term maintenance, public access and amenities such as restrooms and parking. Staff said the site sits in a high floodplain, which makes any restroom or enclosed structure more expensive because it would need to be elevated; that work could be deferred to later phases depending on the design. Adam (parks staff) said if the board approves the RFP, Parks and Recreation will lead the procurement and return to the board with a recommended design and a memorandum of understanding with the Rotary by the July 7 meeting.
Trustee Johnson moved to authorize staff to issue the RFP; Trustee Woods seconded. The board voted in favor with all present voting aye.
The RFP authorization starts a design phase only; no construction funding or formal agreement with the Rotary was approved at the May 5 meeting. Staff said future steps include the July 7 contract award for design and an MOU that would detail donation timing and how donated funds would be administered.
Supporters said the park would help fill regional demand for pickleball courts and could be phased so courts are installed first and other amenities added later. Speakers also recommended early engagement with adjacent property owners, including the Culver's restaurant and two nearby hotels, and consideration of siting, access from Green Bay Road and parking during the design phase.
The board approved issuing the RFP; next steps are design procurement and a July 7 return to the board with a contract recommendation and draft MOU.
