Town of Chestertown downsizes public restroom project; county grant remains $80,000 as bids come in lower

Chestertown’s town manager told Kent County commissioners on Wednesday that reengineering and value engineering reduced the cost of a downtown public restroom project from an initial estimate of about $300,000 to a low bid of $170,000.
The town manager said Rosin Creek Collaborative was the responsible bidder at the April 9 bid opening and that the town has budgeted $150,000 in ARPA funds for the project. Kent County previously provided an $80,000 grant allocation to the project. The town manager said invoices should mostly be filed before June 30, but the contractor’s 60-day contract period could extend final payment into early July.
The town manager requested that the county consider increasing its camera/lighting contribution from $20,000 to $30,000 to extend surveillance coverage on Cannon Street near the project site, citing a recent nearby mugging. A commissioner expressed support for the idea. Staff said fiscal-year timing and ARPA budget allocations would be coordinated with the county administrator to accommodate invoices that may cross fiscal years.
Commissioners did not take new formal action in the meeting; the town manager said he would coordinate with county fiscal staff on the timing of reimbursements and any carryover of funds into the next fiscal year.
