City awards 2025 hot-mix asphalt contract to Milestone Contractors after legal review

The Greenwood Board of Public Works and Safety awarded the 2025 hot-mix asphalt material contract to Milestone Contractors after the city legal department found the two lowest bids nonresponsive. Staff said Milestone's bid was within 3% of the engineer's estimate and recommended award for the base bid.
City staff explained bidders were solicited in early April and bids were opened April 23. Two lowest bidders were determined by legal review to have incomplete bid packets or errors; Milestone was the next lowest responsive bidder. The board authorized city staff to execute the contract with Milestone Contractors.
The board also heard about an alternate for decorative work in the center of a roundabout requested by Greenwood Community School Corporation. Staff said the alternate item can be awarded only if the school corporation agrees to pay for the decorative center; the base contract award was not contingent on the school decision. The motion to award the base contract to Milestone passed on voice vote.
Why this matters: The award sets unit prices for the city's street department material purchases for 2025 and lets crews and contractors proceed with resurfacing and related projects. The decorative roundabout option remains subject to school corporation approval and separate funding.
