City staff told council the Utility Advisory Board recommended that council waive interest on utility liens for 629 East Charlotte Avenue and allow a three-year repayment plan; staff said a full presentation and the property owner’s presence are expected at the regular meeting.
At the pre-agenda meeting staff said the liens date from charges accrued over several years and that the current owner obtained title with those liens in place. “He bought the property with that,” a council member said; staff confirmed the liens remain attached to the parcel even though the present owner did not incur the original charges.
A council member raised concerns about precedent and requested a fuller discussion at the regular meeting. Staff also clarified that an apparent request to annex an adjacent empty lot — which lacks a parcel ID in staff materials — is a separate matter and not appropriate to decide as part of the lien discussion; staff advised caution because the city owns very few parcels and any donation or sale of city land needs careful review.
Staff said the owner (Mr. Gadsden) will be present and that a full presentation is scheduled for Wednesday. No formal action was taken at the pre-agenda meeting.
