Council to provide direction on uses, ADA access and mold remediation for historic city hall

Staff asked the council for guidance on intended uses of the historic city hall building so design and restoration work — including decisions about second-floor ADA access and mold remediation — can be scoped and costed.
Punta Gorda staff told council the city needs direction on how it intends to use the historic city hall before completing plans for restoration, accessibility and repairs.
Carl Benz, presenting for staff, said the project team needs council input on whether the city intends to open the second floor to the public (which would affect ADA requirements) or limit occupancy to staff. “We really need these answers in order for us to really make a plan to move forward,” Benz said.
Council members asked about structural concerns and mold. One council member said mold and structural condition numbers are necessary before prioritizing ADA additions. Benz and Danielle Burrell, project staff, confirmed the building has experienced leaks that must be addressed during reconstruction and said remediation and structural assessments will be part of the planned work.
Staff said a fuller presentation and cost estimates will be brought to the regular meeting so the council can give direction about uses and the extent of historic restoration versus renovation. No formal council action was taken at the pre-agenda session.
