Council members said callers report tickets closed in 3-1-1 but vehicles remain for months. "I've got a car right off of Fred Gray that's I think first got reported 7 months ago," one councilmember said. Another councilmember urged the city to consider a municipal impound facility, describing benefits for evidence storage and better control of towing and release processes.
Chief (police) addressed the council and summarized the ordinance procedure: when officers receive a complaint, they tag the vehicle; the owner then has seven days to move it. "If that car even is moved 15 feet or 10 feet from where it was originally parked, the process starts all over again. Okay? So if they don't move it, then the vehicle will get towed," the chief said.
Councilmembers asked about coordination between 3-1-1, inspections and the police department. For a specific allegedly illegal after-hours venue (930 Grove Street), staff said the location appears to have a license and that the issue would be reviewed by the licensing review committee; staff told council that enforcement and inspection would be pursued and the matter added to the review committee agenda.
Next steps: Council directed staff to check counts of social-club licenses across the city and to bring enforcement options to the review committee. Several councilmembers also asked staff to revisit the concept of a city impound lot for greater local control of towed vehicles; no formal decision to establish an impound lot was made during the work session.
