During a Town of Southborough committee meeting, members approved meeting minutes for March 11 and March 5, later approved minutes for Feb. 27, and voted to rescind an earlier approval of the Feb. 14 minutes. The committee also discussed partial payments tied to a document restoration project closeout, agreed to review the guidebook before applications are issued, and set the next meeting for May 7 at 6:30 p.m.
The approvals and the rescind were processed as a series of formal motions and roll-call votes. Claire (committee member) made the motion “to approve the minutes of March 11 with edits as discussed,” and the motion carried on a roll-call vote: Ellen — yes; Claire — yes; Grant — yes; Kristen — yes; Lisa — yes. Claire also moved to approve the March 5 minutes; that motion passed on a similar roll-call vote with the same five members recorded as voting yes.
A motion to approve the Feb. 14 minutes with edits initially passed with one abstention. Claire moved to approve the Feb. 14 minutes “with edits as discussed”; the motion was seconded and the roll call recorded Ellen — yes; Claire — abstain; Grant — yes; Kristen — yes; Lisa — yes. After an in-meeting clarification about missing text describing which project invoices related to the partial payments, a subsequent motion to rescind the Feb. 14 approval passed on roll call (Ellen — yes; Claire — yes; Grant — yes; Kristen — yes; Lisa — yes), removing the earlier approval from the record.
The committee later approved the Feb. 27 minutes. Claire moved to approve the Feb. 27 minutes as shown; the roll-call vote recorded Ellen — yes; Claire — abstain; Brent — yes; Kristen — yes; Lisa — yes, and the motion carried.
On the document restoration project closeout, Noelle (committee member) and Freddie (committee/staff participant) noted the project included additional work such as flag restoration and that some invoices were only partially complete. Freddie said the partial payments reflected final closeout payments where some invoices were not fully completed. Committee members agreed to clarify the minutes language to identify the item as the “document restoration project” and to note the reason for partial payments in the record.
The committee also asked members to review the guidebook before applications are released and discussed an outreach/forum planned for June. Members set a proposed meeting window in May and settled on May 7 at 6:30 p.m. for the next meeting; the time and date were confirmed by roll call. The group requested that project closeouts be completed by September if possible and agreed to follow up on outstanding invoices and documentation.
Votes and formal actions were limited to routine approvals of minutes, the rescission of the Feb. 14 minutes approval, and adjournment; there were no ordinances, contracts, or regulatory actions on the agenda.
The meeting concluded after roll-call confirmation of the May 7 date and the standard adjournment motion.
