The City of Pasco Council unanimously approved Resolution No. 4599 on May 5, ratifying a 2025–2027 collective bargaining agreement (CBA) with the Pasco Police Officers Association (PPOA) covering uniformed employees.
HR staff member Matson presented the successor agreement and acknowledged joint bargaining with Sergeant James Thompson, the association’s lead negotiator. Matson described the agreement as the product of good-faith bargaining that balances city operational needs and recognition of officer service. Sergeant Thompson told the council the agreement included measures to improve longevity pay and beginning wages “to keep them here” and to support retention.
Council members asked about the fiscal math. Staff said a larger one-time cost in 2025 results from longevity payments and deferred-comp contributions scheduled to hit in year one, with subsequent years folded into estimated CPI-based increases (2–4 percent) that will be confirmed when CPI is known in June. Council asked whether retroactive pay (noted in the packet as 6.25 percent) had been budgeted; staff said some of the cost was anticipated and budgeted.
Council member Milne moved to approve Resolution No. 4599 and authorized the interim city manager to execute the agreement; the motion passed unanimously.
