The Charleston County Board of Zoning Appeals approved a special exception allowing the one‑bedroom accessory dwelling unit at 1582 River Road on Johns Island to operate as a short-term rental (extended home rental) subject to staff conditions.
Staff presented that the 0.63-acre parcel contains a three-bedroom principal residence and a permitted 500-square-foot ADU above a detached garage; the ADU had been operating under a limited home rental permit (72 days) and the request would cap total rental days at 144 per calendar year, including days already used in 2025. The applicant, Stanley Harold, told the board he lives at 1578 River Road and said he has not received complaints from neighbors about the ADU’s previous rentals.
Board member Mr. Sadell moved to approve, citing compatibility with surrounding uses, existing limited rental history, on-site ownership during rentals and compliance with staff conditions; Mr. Truslow seconded. The motion carried unanimously. Staff will mail the final decision via certified mail within 10 working days and advised the applicant to contact planning and zoning staff about next steps.
