The Fall River Conservation Commission tabled a notice of intent for construction of a single-family dwelling at 121 Whitfield Street after staff reported inconsistent as-built plans, substantial fill on the property, and unresolved drainage concerns.
The item was originally tabled from April. Staff said test pits indicated significant fill had been brought to the site and that three sets of as-built plans from different engineers showed conflicting pipe configurations. The commission offered two options at the prior meeting: deny the application or allow additional time for the applicant to work with two neighboring landowners to file a combined plan addressing stormwater. The applicant’s consultant (Sean Ainsworth of Insight Engineering) requested another tabling to work with neighbors and the abutters present at the hearing.
An abutter, William Texara of 1019 Montgomery Street, spoke at the hearing and asked whether staff had revisited the site and the pipes; staff confirmed follow-up inspections and said they would provide all as-built plans to the applicant’s engineer. Commissioners tabled the matter to the June 2 meeting to allow the applicant time to coordinate with adjacent property owners and revise plans.
The commission instructed staff to compile the as-built plans and make them available to the applicant’s engineer so the parties could pursue a combined filing that may permit multiple properties to resolve shared drainage issues.
