State budget change shifts local SDAT costs; council adds $2.46 million required expenditure to reconciliation list

Council staff explained that changes in Maryland’s Budget Reconciliation and Financing Act shifted a larger share of State Department of Assessments and Taxation (SDAT) local office funding to counties. As a result, Montgomery County’s share increased from 50% to 90%, producing an FY26 budget increase of $2,461,254 for the State Property Tax Services NDA.
Staff said the county had originally recommended no change to the NDA, but the state’s action emerged after the GEO Committee reviewed finance budgets, so the committee deferred review to the full council. The council voted to add the $2,461,254 to the reconciliation list and noted it is a required expenditure the county must fund under the state’s change. Council staff asked members to treat the amount as a required addition rather than a discretionary increase.
