The Monona Common Council heard a first reading Monday on the city’s 2025 street resurfacing project, which the Public Works Department presented as a multi-account project covering sanitary adjustments, general street maintenance and a full-depth mill-and-overlay on a major segment of Winnetka Road.
Public Works Director Dan (last name not specified) told the council the city received bids on April 3 and that the project will be divided into three funding accounts: a sanitary sewer portion that covers manhole adjustments (approximately $2,400); a street maintenance portion (about $76,379) where most asphalt work will occur; and a full-depth mill-and-overlay for South Winnetka from Bridge Road to Bartels (about $82,502). The city is receiving $32,320 in Local Road Improvement Grant funding for the Winnetka segment, the director said.
The bid tab with street lists (including Lamboli, Owen Road at Winnetka Road in Midmore, Owen Road at Pheasant Hill, and Winnetka Road from Bridge Road to Bartels) was included in the council packet. The public works director said the finance committee met earlier and recommended the council approve the project; the transcript shows this was presented as a first reading and no final council vote on contract award was recorded at the meeting.
Councilors asked why only the Winnetka segment received the local road grant funds; the director said the city applied during a prior funding cycle and the Winnetka segment was the highest‑priority road in that application.
If the council moves forward, staff indicated the recommended low bid and related contract award will be brought back for formal action.
