The Montgomery County Council voted to restore $148,344 to the climate change planning nondepartmental account (NDA) base budget after the Transportation and Environment (T&E) Committee identified an earlier committee error that conflated two communications items.
Chair Glass summarized the T&E Committee review: a $230,000 one-time item to expand broad-scale communications and stakeholder engagement was placed on the reconciliation list as a one-time enhancement, while a separate $148,344 item for climate communication and public engagement should remain in the base budget to fund an ongoing coordination position. The council agreed, by unanimous consent, to remove the $148,344 from the reconciliation list and return it to the base budget so that the coordinating position remains funded.
Staff and the committee discussed an ongoing pilot funded as a one-time enhancement to test behavior-change approaches inside county government, focusing on mode shift away from cars toward public transit. County staff said the pilot is now on an accelerated schedule and is expected to finish by the end of the calendar year; the county executive submitted a request for ongoing funds in future budget cycles pending pilot results. The pilot is being led by the county PIO and will focus on transit mode shift tied to the climate action plan’s target to convert about 15% of certain car trips to public transit.
