Public works details Quincy plan to replace lead service lines; annual EPA notices cited

Jeffrey Conte, Quincy’s director of public works, briefed the City Council on the city’s lead service line replacement work and the annual notice letters residents receive.

Conte said annual notification letters must be sent to every residence served by a lead service line and that the notice language comes from the U.S. Environmental Protection Agency. "The language does not come from us, it comes from the EPA," Conte said. He said the city treats water to minimize lead levels but must notify affected customers until each service line is replaced.

Conte described the replacement plan: the city estimates roughly 6,000 service lines initially identified as lead or lead-connected; staff have already replaced about 350 lines and plan to replace approximately 500 lines in the coming year, moving from the northwest quadrant and proceeding south and east thereafter. He said federal rules require replacement of all lead service lines by February 2037 and acknowledged the work will be expensive and labor-intensive.

Alderman Bergman urged clearer customer communications after a city mailer raised concerns among residents. Conte and staff said they are updating the city website and will provide schedules and progress tracking online. Conte also explained that some services are galvanized or connected to copper or plastic; under federal guidance galvanized lines are treated comparably to lead because lead deposits can adhere to galvanized piping. For pieces of service where private-side materials remain and are not lead, replacements are limited to the public side at the city-owned shutoff unless a full private-side replacement is arranged by the homeowner.
