City approves intergovernmental agreements for IL-251 resurfacing and East State Street ADA improvements; construction expected this summer

The Rockford City Council approved two intergovernmental agreements May 5 with the State of Illinois for road projects estimated at nearly $11.4 million combined: a resurfacing project on Illinois Route 251 and Americans with Disabilities Act improvements on East State Street.
Alderman Frost introduced the matters, saying the IL-251 resurfacing project’s total cost is estimated at $9,943,700, of which the city’s share is expected to be $31,939. The East State Street ADA improvements are estimated at $1,437,500, with the city share estimated at $47,169. Both projects are funded from the city’s Motor Fuel Tax (MFT) funds.
Director Hankinson told the council the IL-251 project “has not been let yet. This is an IDOT project. The letting is in June. So we figure about 6 weeks after the letting probably starts sometime July, early August, and then, they said 50 working days. So it'll finish up before the season is over.” Hankinson added, “It'll be closed to 1 lane of traffic at a time.”
Why it matters: Both projects involve state-led work that will affect traffic patterns and require coordination with IDOT. The city’s direct dollar exposure is small relative to the total project cost but the construction will affect commuters and local traffic flow during the work window.
Details and next steps: Council adopted the intergovernmental agreements by roll call. The legal director was instructed to prepare ordinances referencing the agreements and the city will provide its share from MFT funds. The IDOT project letting is scheduled for June; staff expects construction to begin in July or August and last approximately 50 working days with alternating lane closures.
