Council approves minutes, vouchers and payroll; moves to closed session
Summary
During the April 22 meeting the council approved minutes from March 25, vendor payments and payroll, and recessed into a closed session to discuss collective negotiation matters. A consolidated vote on two council bills on property acquisition was taken earlier in the meeting (covered separately).
At the April 22 meeting the Champaign City Council approved routine minutes and vendor payments, and later recessed into a closed session to discuss collective negotiation matters.
A motion to approve the minutes of the March 25, 2025 regular study session passed by voice vote.
Council approved vendor payments totaling $1,218,965.48 and payroll for April 11, 2025 totaling $2,452,849.73 after a motion and second; the motion carried by voice vote.
Near the end of the public meeting the council voted to move into closed session to discuss collective bargaining matters. A roll call was taken before recess: Council members Fulmer, Gladney, Kyles (Panfetti), Panafetti, Shannon, Williams, Brown and Mayor Deborah Frank Feynon recorded "Yes"; the meeting recessed into closed session.
Separately, earlier in the meeting the council consolidated Council Bill 2025-057 and Council Bill 2025-058 and later approved the property-acquisition resolution (Council Bill 2025-057/058) authorizing purchase of 201 West University Avenue and a budget amendment for facility improvements; the consolidation vote and the property-acquisition vote passed by unanimous voice and roll-call votes (8–0).
