Resident urges city-funded home-repair program for elderly; city staff points to existing programs and upcoming plan

James Williams, a resident who identified himself as JW, told the Mobile City Council on May 6 that elderly homeowners need assistance with structural repairs and access to programs.

"They need help," Williams said, urging the city to create a community-development program using grants and city funds for home improvements so older residents are not left behind as the city invests in multimillion-dollar projects.

Council members acknowledged the concern and told Williams the city does offer programs. The clerk and council directed him to meet with Jamie Roberts, a city staff member present at the meeting, who the council said can provide a list of currently available programs. Council members also referenced ongoing work on a locally managed affordable-housing initiative intended to reduce reliance on HUD-imposed constraints.

One council member said recent reductions and administrative changes at the federal level have constrained Community Development Block Grant (CDBG) flows, creating gaps in support. That member said the administration is working on an affordable-housing project plan that could use alternative funding approaches to deliver emergency and repair assistance without HUD encumbrances and expects to propose details over the next year.

No formal council action or funding appropriation was taken at the meeting; staff were asked to share program information with the resident and to continue work on the housing plan.
