Council approves consent agenda, schedules public hearings for three conditional-use requests

The consent agenda items read into the record included approval of payment of bills; minutes from the April 17, 2025 work session and the April 28, 2025 special meeting; Resolution 845,025 to authorize retail off-premises beer and wine licenses for K and M Group LLC (Tobacco Plus Plus Plus) at 1845 Montgomery Highway, Suite 209; Resolution 845,325 authorizing the mayor to accept a $100,000 Trees for Alabama grant from the Alabama Forestry Commission and amending the fiscal-year 2025 budget to reflect the grant; Resolution 845,225 amending the fiscal year 2024 budget; Resolution 845,625 to execute an employment services agreement with Melissa Woods at $85 per hour (within Employees' Retirement System of Alabama limits); and Resolution 845,725 authorizing a memorandum of understanding with the University of Alabama for equipment and services for the 2025 SCC baseball tournament. Items 4 and 5 were pulled and moved to a later meeting.
Councilor (unnamed on the record) moved approval of the consent agenda; the motion was seconded and the mayor said, "The ayes have it." The council then opened its regular agenda and City Planner Mr. Gorham presented three first readings: a conditional-use application for an artisanal beer and wine bar at 3601 Market Street, Suite 101 (public hearing May 19); a conditional-use application for sale, service and rental of golf carts with temporary outdoor displays at 508 Mineral Trace (public hearing May 19); and a conditional-use request to change a property classification from daycare to group-care home at 3599 Deerfield Drive (public hearing May 19). Those items were introduced for public hearing; no final council votes on the conditional uses were taken at the meeting.
The council took no additional actions on these first readings during the May 12 session.
