The City Council approved a set of procurement items and bid awards including equipment for Decatur Utilities, replacement of utility poles, recycling cart services and construction and renovation contracts.
Decatur Utilities presented a request to purchase a new 47-foot digger derrick truck (Freightliner chassis with a DiggerDerek unit) and recommended a five-year parts and labor extended warranty. The council also approved the replacement of eight older wood poles on Woodall Road with new steel poles based on inspection recommendations.
The recycling department requested approval of an agreement with Container Pros to unload, assemble and deliver recycling carts; the council approved the contract by roll call. Staff also recommended awarding the Princess Theatre structure repair phase 2 contract to Schull Mark and Architecture and associated structural engineering services; the phase 2 fee for construction documents was listed as $42,400 with an estimated four- to six-week timeline to prepare bid documents.
Bids opened in April and March were discussed: Garner and Associates was recommended from a group of invited vendors for one bid package, Yard Inc. was recommended for annual grounds/mowing contract renewal, H and N Construction was recommended as lowest responsible bidder for a renovation construction package, and Burnett Roofing was recommended as the low responsible bidder for a roof replacement project. Councilors moved and seconded the procurement motions and roll-call votes were recorded as part of the consent agenda.
Staff said the purchases and contracts followed the city’s procurement process; several members asked follow-up questions about equipment warranties, inspection processes and whether grant funding covered preliminary engineering for specific projects.
