The Hoover City Council on May 12 issued a proclamation recognizing May as Small Business Week in the City of Hoover and invited representatives of the Hoover Area Chamber of Commerce to accept the recognition.
The proclamation, read by city officials, cited national and local small-business statistics and declared the city’s support for entrepreneurs and small-business owners. It noted that Jefferson County led Alabama in 2023 with 12,124 new business applications and referenced Small Business Administration programs.
Nan Baldwin, president of the Hoover Area Chamber of Commerce, and chamber leaders including Kimberly Jackson, 2025 board chair, and Rowan Porbandiwala, immediate past chair, joined the council at the podium. Deborah Cato, speaking for the chamber, thanked the council and said, "Most of our members are small businesses as you're aware. They are truly the backbone of Hoover's economy." Jackson said partnerships between the chamber and city help local businesses "thrive."
The council also noted a separate proclamation on the agenda and moved on to routine business after the chamber remarks.
The proclamation references national Small Business Week observances and local statistics presented by the chamber; it is ceremonial and does not create binding policy.
