The West Bend Common Council on May 5 held a public hearing and approved the city’s 2024 MS4 (Municipal Separate Storm Sewer System) annual report and stormwater management program required by the Wisconsin Department of Natural Resources permit.
Public works staff summarized required program elements: public education and outreach; an illicit discharge detection and elimination program; construction site pollution control and inspector oversight for public and private projects; post‑construction stormwater management with yearly inspections of permitted sites; municipal stormwater pollution prevention activities including street sweeping, leaf pickup and catch basin cleaning; and compliance with TMDL (Total Maximum Daily Load) requirements using consultant modeling to estimate pollutant retention from installed facilities.
Staff noted the annual report is due each March and that the public hearing is a permit requirement. No members of the public spoke during the hearing. The council closed the hearing and then moved to approve the 2024 MS4 annual report and stormwater management program; the motion carried by voice vote. Staff also provided a link to the full report on the city website for public review.
Council members and staff framed the item as regulatory compliance rather than new policy; staff said program work includes ongoing inspections, outreach and maintenance tasks to meet permit conditions.
