Melinda Street reconstruction approved: $2.7M roadway project plus utilities to add sidewalks, curb and gutter

The City Council approved a capital improvement amendment on Monday to reconstruct Melinda Street, closing sidewalk gaps and adding curb, gutter and other multimodal improvements.

Cynthia Lamido, the city's planning and implementation manager, described the item as a CIP amendment that incorporates recently approved budget adjustments and adds a completed project into the published CIP. Public Works engineering manager Kyle Arndt provided the project details.

Arndt said the project will continue roadway, stormwater and utility improvements from Hadley Avenue north to Picacho Avenue and include reconstruction of the remaining section of Pittsburgh Avenue. The design calls for two 11-foot travel lanes, parking on one side in the northern section near Lions Park, an 8-foot sidewalk along the park and a 6-foot sidewalk along the residential side. The southern section will have two 11-foot travel lanes with parking and six-foot sidewalks on both sides. The dead-end portion of Pittsburgh Avenue will be reconstructed with parking on the north side and 5-foot sidewalks on both sides.

Arndt provided an estimated roadway and pedestrian construction cost of a little over $2.7 million, plus approximately $1.4 million in utilities. The project was scheduled to go out to bid in May and construction was planned for August 2025 through February 2026.

Council approved the CIP amendment (Resolution 25-132) and staff said they will proceed with the advertised bid and the planned construction schedule.
