Fargo staff propose using NP ramp underrun to fund security upgrades and roll-up doors at ROCO Ramp

Mark (Parking staff) told the commission that the NP parking-ramp project is expected to come in under budget by about $600,000 and proposed using a portion of that underrun to fund security upgrades at the ROCO Ramp, including roll-up doors and gate replacements estimated at roughly $250,000–$300,000.
“We find ourselves in an opportunity where the NP Ramp is gonna be a little bit under budget by approximately $600,000,” Mark said, adding that the ROCO Ramp gates and infrastructure are deteriorating and that roll-up doors have proved effective on comparable facilities.
Susan Thompson (Finance) outlined how the NP ramp was financed—state loan at 2 percent, a debt obligation and planned interfund borrowing—and said a change order to have the NP contractor install doors at ROCO could be an efficient way to proceed without seeking new appropriations. Thompson said the formal resolution to allow interfund borrowing will come through FAR and that staff will formalize final numbers.
Commissioners asked whether charging for certain downtown parking could be considered as part of a broader parking revenue strategy; staff said a parking study request was on the evening agenda and that a consultant review in 3–4 months would examine a holistic expense and revenue plan for the city’s parking system. The commission also discussed beefing up cameras and integrating security work with police recommendations.
If the commission supports the change order approach, staff said they would route the item through FAR to authorize contracting and fund reallocation.
Next steps: staff will evaluate a FAR change-order approach to purchase and install roll-up doors at ROCO, continue the broader parking study with a consultant and coordinate with police and Interstate Parking on integrated security solutions.
