The Melbourne Beach Town Commission moved April 16 to accelerate recruitment for a replacement building official after the current official submitted a resignation. Commissioners instructed the town manager to prepare and publish a request for qualifications (RFQ) for continuing professional building‑official services and to seek temporary providers while a permanent hire is completed.
Town Manager Elizabeth Mascaro told the commission that several private firms contacted earlier declined to provide service to the town, citing the town’s litigious environment and staffing constraints. She reported the county had also declined to provide staff. Commissioners discussed short‑term options including contacting prior contracted firms and issuing an RFQ immediately.
The commission voted to have the manager prepare and issue the RFQ; Commissioners voted to hold a special meeting the following Wednesday to review and rank submissions so the town can negotiate continuing contracts under Florida’s Consultants’ Competitive Negotiation Act, section 287.055. Town Attorney Ryan Knight briefed the commission on CCNA requirements: the town must rank firms by qualifications (not price), negotiate with the top firm(s), and may enter continuing contracts with more than one firm to preserve capacity.
The manager said she would publish the RFQ as soon as practicable and keep commissioners informed about responses. Commissioners also approved a motion (carried 4‑0) authorizing the manager to place job postings for a permanent building‑official position and to pursue temporary contract options while recruitment proceeds.
