Crestview council approves multiple ordinances, adopts lien-mitigation resolution and final plat

Crestview — The Crestview City Council on April 20 approved a slate of ordinances and other measures, clearing a franchise renewal for electrical service, amendments to development standards and the city’s mobility-fee system, adopting a lien-mitigation schedule and approving a 30-lot townhouse final plat. Most votes carried unanimously, with one council member absent.

The council approved Ordinance 19-81, a 10-year renewal (with two optional five-year renewals) granting Choctawhatchee Electric Cooperative, Inc., a nonexclusive franchise to use city rights-of-way to serve a small cluster of customers along Old Bethel Road. The ordinance includes a modest franchise-fee increase and language to address delays when utility poles are moved while other utilities remain on them. The motion to adopt carried 4-0, one absence.

Council members adopted Ordinance 19-91 on second reading, an amendment to the city’s land development code to allow reduced setbacks where lots front on unopened or terminating rights-of-way so narrow parcels can be built on. The motion to adopt carried 4-0, one absence.

The council approved Ordinance 19-97 on second reading to establish the City of Crestview mobility-fee system, including a mobility-fee schedule, exemptions, benefit districts and annual reporting requirements. Staff told the council the city worked on the fee with a consultant over several years and that the ordinance codifies the mobility plan and technical report. The motion to adopt carried 4-0, one absence.

On the subject of automated enforcement, the council approved Ordinance 19-98 on first reading to establish a city school-zone speed-enforcement program and the code language needed to use speed-detection systems and related contractor agreements. Council members said the contract will be presented at second reading and that one location (Antioch) will be removed from the initial list if the roadway configuration changes. The motion to approve first reading carried 4-0, one absence.

The council adopted Resolution 25-12, which revises the city’s lien mitigation schedule to lower settlement amounts for some properties whose market value is substantially below outstanding fines. Staff said the change is intended to increase compliance and speed redevelopment. The motion to adopt carried 4-0, one absence.

On a land-use item, the council approved the Garden Villas Townhomes Phase 2 final plat, a 30-lot townhouse subdivision on about 2.2 acres at Third Avenue and Jones Road (rough density reported as 13.63 units per acre). The motion to approve the plat carried 4-0, one absence.

Other routine business — including approval of the consent agenda and the meeting agenda — passed by the same 4-0, one-absence margin. Mayor JB Whitten announced Councilman Frost was excused from the meeting.
