District 99 outlines seventh consolidated district plan; EL summer classes and math specialist tied to federal funding

Gina presented Community High School District 99’s consolidated district plan — the seven-year state-required document that bundles the district’s federal program reporting and planning for Title I, Title II, Title III, Title IV and IDEA funds — and reviewed programs the plan would support if federal allocations follow historical levels.
The consolidated plan includes student achievement and timely graduation work (dual credit, transition math, Read180, targeted interventions), professional development, English learner supports, bilingual services and youth-in-care transportation and stability strategies. Gina noted South High is the district school designated for Title I funding and described a new plan element: summer EL English courses to help students who arrive late in the year make progress toward English credit requirements.
Gina said the district is hopeful but not yet certain about federal allocations. “We have to turn in the consolidated district plan before we can even spend any grant money, even if it's awarded,” she told the board. She said the district’s federal funding is a small share of total revenue; at the meeting staff noted total federal funding runs about 2% of the district budget and IDEA is the largest single federal grant line.
If funding levels match previous years, Gina said the district would seek to add a math specialist who would also work with science classes that are math‑intensive; that position is conditional on federal allocations. She also said the bilingual service plan and EL grant work continue, including parent advisory meetings and required documentation and supports for EL students.
The board will receive the plan as a formal action item at an upcoming meeting; administrators noted they will continue to braid local and grant funding when necessary and that the Education Foundation and local resources may be used to maintain programs if federal numbers are lower than expected.
