Committee report recommends redistricting changes, including adding a non-council chair to commission

Committee member Zach presented an explanatory statement on elections and the redistricting process and proposed specific changes to the redistricting commission.

Zach said conferees generally supported the council–manager form of government, staggered four-year terms and nine council members, but identified redistricting procedures as an area for a targeted recommendation. The current commission, he said, includes nine members appointed by each city council member. Zach recommended adding a tenth member, to serve as chair, appointed by the Topeka Municipal Court administrative judge. He told members that a neutral appointee could increase diversity of appointment sources and reduce the risk of the commission favoring incumbents.

Zach also proposed explicit charter or commission language specifying that commission members not consider incumbent councilmembers’ home addresses when drawing boundaries. He referenced League of Women Voters guidance and said the intent is to ensure the process is nonpartisan and that incumbency is not used to influence boundary placement.

Zach said he would add clarifying details for the public document (for example, how primaries are triggered when a race has more than three candidates) and that he did not recommend changes to the overall form of government or to council size at this time.
