Council approves resurfacing, culvert and engineering contracts totaling about $395,000

Council documents and motions approved the following contracts and proposals: DMS Contracting Inc., lowest responsible bidder, $135,560.20 for a TIF 12 resurfacing project; Gonzalez Companies, $78,460 for construction inspection of downtown resurfacing using ARPA funds; TWM, $71,400 for culvert replacement design on North 28th Street (TIF 3 funds); Oates Associates, $69,800 for engineering design related to East Monroe; and Lock Miller Group, $39,950 for motor fuel tax/TIP program work for fiscal year 2025–26.
Motions came from the Streets & Grades committee and were presented at the council meeting; council members moved and seconded the items and the motions carried on roll call. The contracts specify funding sources (TIF, ARPA and Motor Fuel Tax/TIP) and authorize related construction inspections, pay estimates and final record closeouts to comply with Illinois Department of Transportation and TIF requirements.
Council members did not raise substantive amendments to the contracts during the floor discussion recorded at the meeting. Implementation steps such as construction scheduling, inspection timelines and IDOT coordination were left to city staff and the respective consultants.
