City staff explained those waivers are typically negotiated based on anticipated city service needs and attendance: staff estimated the Pearl Street markets (the more intensive, multi‑week events) could represent roughly $1,500 in waived fees for a season, while summer Sunday waterfront events are more modest and were estimated at about $500–$700 for the season. Staff cautioned those are quick estimates and final fees are negotiated based on services provided.
On alcohol service at waterfront events, the council discussed safety measures. The council did not prohibit short‑duration licensed alcohol service but signaled caution; staff said one mitigation option is to section off the waterfront area where alcohol is served.
The council passed a use and zoning variation for 1214 Park Street on a motion by Alderman Doherty and second by Alderman Miller; no public comment was offered.

On public works procurement, the council awarded the 2025 thermoplastic pavement‑marking contract to Precision Pavement Markings Inc. for $55,850.70 to replace crosswalks, stop bars and various longitudinal lines in selected portions of the city. Staff said work is done in sections each year rather than across the entire city.
The city amended the McKenney Music Festival (Rise Up) schedule, removing Thursday, Sept. 11, 2025 and adding Sunday, Sept. 14, 2025, with event and liquor hours of 3 p.m. to 10:30 p.m. The change passed on a roll call vote; several council members said the move avoids holding the event on Sept. 11, the national day of remembrance.
