Council approves parking changes on Highland and Herrick streets; amendments pass 8-0

Order 66, an amendment to Chapter 270 that prohibits parking at all times on parts of Highland Avenue (north from Cabot Street 80 feet west to Railroad Avenue; south side from Cabot Street 90 feet westerly), was approved on final passage by an 8–0 voice vote after Councilor Spang thanked police, fire and parking staff and residents for their input.
Order 107, an amendment to Chapter 270 that revises parking rules near Beverly High School and on Herrick Street, also passed 8–0 on final passage. The change adds permit‑only parking during activities at the Beverly High School field, and updates no‑parking sections along Herrick Street; the amendment was published in the Salem News on April 23 as required for final action.
Council discussion was limited. Councilor Bowen said neighborhood feedback was positive and emphasized the intent: encourage event attendees to use school parking lots to reduce double‑parking and congestion during athletic events.
Both ordinances were presented as final‑passage items after staff and neighborhood conversations; no amendments were made at the council meeting.
