The applicant described the concept as a southern‑Florida destination brand with community programming and workforce training; the presenters estimated an economic impact of about $7.5 million and 12,000–15,000 customer visits per week at the proposed location. Danny Espino, legal counsel for the applicant, outlined a parallel track approach: once the purchase agreement is executed, the team plans to submit zoning, planning and building permit materials and to begin design and bidding in parallel to shorten the timeline.
Councilmembers praised the proposal’s potential economic and employment impacts and moved to authorize the manager to negotiate transactional documents and move the proposal forward. The council asked the applicant to work with staff on site‑plan, traffic and right‑of‑way questions and to return with detailed site plans and permitting milestones.
The motion authorizes staff to negotiate a purchase agreement and other documents required to convey the property and to bring any proposed contract back to council for final approval. A unanimous roll‑call vote approved the authorization.
