City accepts $1.7 million EPA grant to help close Ash Lagoon at water resource recovery facility

Staff said the Ash Lagoon — historically used to discharge incinerator ash generated during wastewater sludge incineration — was later repurposed as a stormwater retention area. Design work and testing revealed contamination with heavy metals and PFAS. The overall remediation and rebuild project is estimated at about $17.4 million, most of which is expected to be financed through the state’s clean water state revolving fund; the EPA grant covers $1.7 million of a $2.2 million portion of the broader project costs, with the remainder to be covered by sewer system funds and DWSRF financing.
The committee approved the grant resolution and asked staff to proceed with project administration through EPA procedures. Staff said the DWSRF approval has been secured and that the grant will be administered by EPA.
