The Brownfields Redevelopment Authority approved reimbursement of brownfield-eligible invoices for the completed DeVries Jewelers project at 433 Leonard Street NW.
Christian, staff member, presented the project on behalf of Thrice D LLC and said total private investment for the redevelopment was $3,200,000. Christian said 12 jobs were retained from the old location, with four new full-time jobs and two part-time positions added. The brownfield agreement, entered in late 2023, capped maximum reimbursement just under $300,000; actual eligible invoices presented totaled $239,784 with a current payment due of $396.44.
Christian also highlighted an inclusion plan for the project that resulted in 15% participation. James Lewis of Pinnacle Construction, who attended the meeting, described lower-than-expected demolition and abatement costs and said he had reached out to about 35 minority contractors, receiving responses from approximately 25% and selecting one low bidder.
Board members praised the finished building as a corridor anchor and discussed outreach to local minority contractors; one board member offered to facilitate connections with minority-contractor events. After questions and comments, the board approved the invoice payment by voice vote.
