Palm Bay approves interlocal with Brevard County for Babcock–Eldron traffic signal improvements; county to lead construction

The Palm Bay City Council unanimously approved an interlocal agreement with Brevard County to design and construct traffic-signal and intersection improvements at Babcock Street and Eldron (Grant) Boulevard.
City staff said the county will lead project design, permitting and construction because the intersection lies in county jurisdiction; the improvements will be designed to Palm Bay standards. Staff and the county agreed to a cost-sharing arrangement the city described as an 80/20 split, with the county contributing an estimated $500,000 and the city contributing an amount sourced from transportation impact fees collected in ZIP code 32909. Staff reported an estimated project cost of roughly $2.5 million; the county’s share was discussed as $500,000 and the city’s contribution was described in staff remarks as “up to $1.5 million,” with final numbers dependent on final project cost.
Public Works and city management told council there is already sufficient right-of-way at the site and that the city has transportation impact fees collected for the 32909 ZIP code that can be used to fund the city share. Under the city–county interlocal terms that govern Babcock Street and St. John’s Heritage Parkway, each jurisdiction retains a 50% hold of transportation impact fee collections in that ZIP code to fund improvements along Babcock; staff said the county will not charge administrative costs to the city for project management.
Councilman Jaffe moved to approve the interlocal agreement and Councilman Hammond seconded; the motion passed 5-0. Staff said the county is expected to take the agreement to the county commission for approval and that the project is targeted for completion and in-service by December 31, 2028. Upon project completion, the city will accept transfer of signal ownership and maintenance responsibilities per the existing jurisdictional agreement when annual average daily trips trigger city maintenance thresholds.
