Public comments press city on police leadership and memorial recognition; council and staff commit to action on Sacrifice Park listing

Lance Fisher, who identified himself as a retired Palm Bay deputy chief, urged further investigation and more openness within the department, referencing internal personnel matters and a recently released assessment. Fisher said parts of a requested SWOT (strengths, weaknesses, opportunities, threats) analysis showed only "strengths" and called that result incomplete.

Trish Tobar, speaking about Sergeant Frank Tobar, outlined his national and state recognition as a line‑of‑duty death and urged the city to add his name to the Sacrifice Park memorial. Responding, Interim City Manager Scott Morgan asked Chief Augello to address the process. Chief Augello said city staff and the police department had been developing policies and procedures and that the inclusion process follows Department of Justice guidelines for line‑of‑duty determinations. Augello confirmed Tobar's death had been determined a line‑of‑duty death from the inception and said staff had been in communication with Sergeant Tobar's family. Morgan and the chief told the council they would bring a specific item to an upcoming council meeting to ensure consistent application of the memorial across agencies; Augello told the family he expected the listing to be in place by August 2025.
