The Kalispell City Council voted Monday to annex property owned by the Montana Department of Transportation and approved zoning and a conditional use permit that will allow an expanded MDT maintenance facility at 2905 Highway 93 North.
The council first approved Resolution 62-51 to annex Tract 2 of Certificate of Survey 8673 into the city, followed by a first-reading zoning ordinance that places the property in the P-1 (Public) zone. Council then approved a conditional use permit allowing a roughly 28,400-square-foot combined equipment, mechanic and welding facility and associated outdoor storage for materials such as salt and sand.
City staff outlined site and access conditions developed by the Planning Commission, including an extension of Quail Lane to reduce direct access to Highway 93, a 30-foot landscape buffer and a 10-foot asphalt path along the highway frontage. The applicant agreed to amend proposed conditions so that if state law prevents dedication of state-owned land, a public road and utility easement will be granted to the city; the Planning Commission also amended a screening condition so that the existing fencing or equivalent must be maintained and locations for screening will be reviewed by the architectural review committee.
PJ Sorensen, assistant director of development services, presented the staff report and noted utilities are available on three sides of the property and that the new Quail Lane extension would improve internal circulation in the area. The conditional use permit was recommended by the Planning Commission subject to nine conditions as amended.
The annexation resolution, the zoning ordinance first reading (Ordinance 19-37) and the conditional use permit were approved on roll-call votes; the annexation vote was unanimous and the zoning first-reading and CUP were approved without dissent. Councilors discussed that the site is visible in a growing area of development but said MDT has been a reliable property steward.
